Mullikin Retires from Talbot County

Mullikin Retires As Talbot County Emergency Manager Mr. William E. Mullikin will be stepping down as Director of the Talbot County Emergency Management Agency effective June 30 2009. He has served Talbot County for 37 years with 26 of those years as Director of the agency where he actually began as a dispatcher. In 1975, Talbot County came under Home Rule and hired the first County Manager, Mr. Albert Wood. The Charter called for bringing Fire Control under County government and Fire Control became part of The Talbot County Civil Defense Agency. It was that year that Ed became Chief Dispatcher In 1983 the name was changed to The Talbot County Emergency Management Agency and the terms “Civil Defense” & “Fire Control” were done away with. Ed was promoted to the position of Director of the Talbot County Emergency Management Agency and has proudly served in that capacity ever since under three County Managers and a number of County Councils. 9-1-1 came into being while the Agency was still located in the basement of the Courthouse in 1985. Ed has been a member of the Emergency Number Systems Board since 1990. He is the most senior member and has served on many committees throughout the State through the years. Ed has been an active member of the Maryland Emergency Management Association serving as its President from 1986-1988. Most recently he has served as the liaison between the Association and the Amateur Radio Operators that provide communications statewide during emergencies. He is also a lifetime member of the Easton Volunteer Fire Department and served in the Maryland National Guard. In December of 1989, the Agency moved into the Talbot County Operations Center where it is still located. Ed has seen too many changes to mention over the years with the most significant and the one for which he is most proud to be part of is the 800 MHz Tri-County Radio System. Mr. William E. Mullikin can be proud of his service to Talbot County and the State of Maryland.
